The Finance Ministry wants to limit the volume of borrowing through the ICO (initial public offering tokens) one billion rubles, an unskilled investor can invest not more than 50 thousand rubles, told reporters Deputy Finance Minister Alexei Moiseev.
“We proceeded from the fact that a billion rubles to attract through ICO, and not more than 50 thousand in one hand, if the unskilled investor. If a qualified investor, without restrictions,” he said.
Last week, the Chairman of the Duma Committee on financial market Anatoly Aksakov reported that the legal structure of the upcoming bill on the cryptocurrency will be presented on 28 December, and not at the state Duma. According to him, the Parliament, the document will be made evident later, but may be adopted by the end of March, because of the need, on the one hand, to legalize the purchase of cryptocurrencies, and on the other hand – to protect citizens from fraud.
The Deputy head of the Ministry of Finance noted that the Agency wants to make the bill as direct action, minimizing reference to the norms of the Central Bank. In this case the Supervisory body will be the Bank of Russia.
“I’m afraid that regulations ICO has not become another currency controls, where there is a huge number of rules. Need to any student in the pros, reading the law, immediately understood what is necessary and what is not necessary”, – said the Deputy Minister.
Moses reminded that the bill will not regulate transactions with bitcoins that are planned to equate to monetary surrogates. Work on the draft law on surrogacy is already in progress. In early December, Moses said that the work could be delayed — as was the case with the legislation on liability for creation of financial pyramids, over which financial authorities have been working for about four years.
